From August 11 to 14, 87 attendees from 36 jurisdictions gathered in Burlington, Vermont, for the 2022 NCBE and Council of Bar Admission Administrators (CBAA) Annual Meeting.
The meeting began with a New Administrator Gathering on Thursday evening to welcome new bar admission administrators in several jurisdictions.
On Friday, CBAA chair Bradley Skolnik of Indiana welcomed attendees, and on Saturday, NCBE president Judith A. Gundersen gave attendees an update on ongoing activities and initiatives at NCBE and other developments of interest to the bar admissions community.
Eleven CBAA committees held meetings throughout Friday and reported back to attendees at the CBAA business meeting on Saturday, during which administrators also shared news from their jurisdictions.

CBAA Recognitions and Leadership Changes
The CBAA Annual Meeting is the occasion at which a CBAA member is recognized for outstanding service to the bar admissions community. On Friday, outgoing NCBE Board of Trustees chair Suzanne K. Richards of Ohio honored Marilyn J. Wellington, recent former Executive Director for the Massachusetts Board of Bar Examiners, and 2018–2019 CBAA chair, for her service. In June 2022, Wellington became NCBE’s Chief Strategy and Operations Officer.
The Annual Meeting also marks the change in leadership of the CBAA Executive Committee. On Friday, Suzanne Richards recognized Bradley Skolnik, Executive Director for the Indiana Office of Admissions and Continuing Education, for his service as chair on the Executive Committee during the past year. Jeffrey Shipley, Secretary and Director for the Maryland State Board of Law Examiners, was welcomed as CBAA chair for the 2022–2023 term.
NCBE Recognitions and Leadership Changes
The August NCBE Board of Trustees meeting, which takes place over the dates of the Annual Meeting, marks the change in NCBE Board leadership. At the Board’s Annual Recognition Dinner on Saturday, outgoing chair Suzanne Richards, who has served on the Board since 2013, was recognized for her leadership during the past year. Timothy Y. Wong of Minnesota was welcomed as chair for the 2022–2023 term.
The Annual Recognition Dinner is also the occasion at which a former NCBE chair is honored for exceptional service to NCBE; this year’s honoree was Hon. Rebecca White Berch (ret.) of Arizona, who served on the NCBE Board of Trustees from 2009 to 2019 and as its chair from 2017 to 2018.
